STEP 7
Now create a new layer by pressing ctrl+shift+N/cmd+shift+N. Rename that layer as “flare”. Now select rectangular marquee tool from the “tool panel”. Press and hold shift to draw perfect square. Now draw a square as shown below.
Press D to reset your foreground color to black and background color to white. Now press ctrl+backspace/cmd+delete to fill the square with white color. Go to filter>render>fiber.

Set the variance as 20 and strength as 23.
