STEP 10

Now open your layer panel. Press and hold ctrl/cmd and click on the layer thumbnail of the “flare”. This will select the pixels that are enclosed within the “flare” layer.

Now go to filter>distort>polar coordinates.. Then select “rectangular to polar”.
