Time to add vignette effect. Create a new layer by pressing Ctrl+Shift+N/Cmd+Shift+N and rename the layer to vignette. Grab Elliptical Marquee tool from the tool panel or you can press Shift+M again and again until it comes.
I have written a whole tutorial on Marquee Tools and you should check that tutorial out if you are a beginner.
Go to Select>Refine Edge and increase the feather to 250 pixels. Value of feather depends on the dimension of the image. If your image have large dimension than you may require high amount of feather and vice versa. Press OK. Press Ctrl+Shift+I/Cmd+Shift+I to invert the selection.

Make black as your foreground color and then press Alt+Backspace/Opt+Delete to fill the selection with foreground color i.e. black color.
Change the blend mode of vignette layer to Multiply and reduce the opacity to 69%. Press Ctrl+D/Cmd+D to deselect the selection.
