Now from the left panel select elliptical marquee tool. You can also press shift+M again and again until it comes.
Now zoom out your photo such that it takes less than 50% of your screen size. You can do that by pressing ctrl+-(minus)/cmd+-(minus). Then drag and drop an ellipse with marquee tool.
