Now I want the same wind effect in upward and downward direction but unfortunately there’s now such option “from the top” or “from the bottom”. So I have to rotate the canvas to get the same effect. Now go to image>image rotation>90^o CW. This will rotate my canvas by 90^o.

Now press ctrl+F/cmd+F 4 times to get the desired output.
