STEP 2:
Change the blend mode of tattoo layer to multiply. I have written a whole tutorial on Blending Modes in Photoshop and you should check that tutorial out if you are not aware of the power of Blending Modes. Now select the move tool from the left panel or you can simply press V to select it. Now adjust the size of the image.
