After feathering the selection, press Ctrl+J/Cmd+J to copy the selection onto a new layer. To open your layer panel, go to Window>Layer or you can press F7. After duplicating the selection, your layer panel should look like the one shown below. The little thing that you are seeing at the middle of layer thumbnail of Layer 1 is actually her right eye.
