STEP 9
Create a new layer just above the “background” layer by pressing Ctrl+Shift+N/Cmd+Shift+N. Rename it as “fashion”.
Change your foreground color to white and start brushing.
STEP 10
Create a new layer at the top of the layer panel by pressing Ctrl+Shift+N/Cmd+Shift+N. Rename it as “Style”.
Once again open your brush preset by pressing F5. Change the settings as shown below.

Start brushing.

Now create a new layer at the top of the layer panel. Rename it as “gradient”. Set white as your foreground color. Now grab Gradient tool from the tool panel or you can press Shift+G again and again until it comes. Change the mode to “foreground to background” and type to “radial”.
Zoom out a little bit by pressing Ctrl+(-)/Cmd+(-). Draw the gradient as shown below.
Your image should look like this.
STEP 13
Now activate your “fashion” layer. Now go to Layers>New Adjustment Layer>Photo Filter. First click on Create Clipping Mask then adjust the settings as shown below.
Activate your “style” layer. Go to Layer>New Adjustment layer>Photo Filter. Change the settings as shown below.
STEP 14
Activate “gradient” layer. Now go to Layer>New Adjustment Layer>Curves. Change the preset to Medium Contrast (RGB).
Now you are done with the image.
