I think our background is so dull. Create a new layer by pressing Ctrl+Shift+N/Cmd+Shift+N and rename it as Back. Grab Gradient tool from the tool panel or you can press Shift+G again and again until it comes. Change your foreground color to #0d1253. Change your gradient type as foreground to transparent and mode as Radial.
Drag your mouse as shown below
Change the blend mode of “back” layer to Linear Dodge (Add).
