Basically what I am trying to do in this tutorial is to create a new blank layer and then I will fill that layer with noise. After that, I will apply some filters and layer mask to achieve the desired effect. I am using here Photoshop CS6 for windows. The image that is shown below is the skyline of Mumbai. Mainly, I am going to use Layer, Filters, Layer Mask, Gradient.

Step 1: Let’s Start

With the image opened in Photoshop create a new layer. You can do this by going to layer>new>layer or simply press ctrl+shift+N/command+shift+N to create a new layer. Name the new layer as “Star”.

Press F7 for the layer window. Now you can see a new layer named star above your background layer. This means that your new layer has been created. You can also see that the new layer is highlighted with blue, this means that your new layer is active.
